David Dix is a prominent political strategist and social entrepreneur with over 12 years as CEO and Co-Founder of Luminous Strategies, a government relations firm known for fostering bipartisan cooperation. He has a history of working effectively with both Republican and Democrat leaders, establishing key relationships that contribute to successful legislative outcomes.

Dix’s career has been marked by significant roles in the administrations of Governors Tom Ridge and Mark Schweiker. In 2005, he spearheaded the Republican Diversity Committee, aimed at amplifying diverse voices within the Republican Party. A pivotal moment in his career was his transition to supporting then-Senator Barack Obama in 2007, serving as the finance director for Obama’s presidential campaign. He is credited with hosting the innovative “High Volume, Low Dollar” fundraiser in Philadelphia, a model that became a cornerstone of Obama’s fundraising strategy. During the Obama Presidency, David was a member of the National Finance Committee.

Appointed by Governor Tom Wolf, David chairs the Advisory Commission of African American Affairs. His service extends to the PA Council on Reform and as Treasurer of the Community College of Philadelphia Foundation Board. He is a life member of both the NAACP and Alpha Phi Alpha Fraternity Incorporated.

David divides his time with his wife Marcia between Philadelphia and Hershey, Pennsylvania. They have two children attending universities in Pennsylvania. Recently, they announced the creation of the Pennsylvania Chamber of Black Owned Business, an initiative to support and advocate for the state’s small, diverse businesses post-pandemic.
